Conduct
of Policy Research
|
|
As a
major part of its mandate, and as the lead policy
research and advocacy arm of the Department of Labor and
Employment (DOLE), ILS provides timely advice to DOLE
toward policy review and formulation, through its policy
researches.
Basically,
ILS strives to piece together the distinct, as well as
intertwined roles of the different social actors and
tell a story in an effort to make its clientele – DOLE
and the sectoral partners – better understand the
present environment. Through its research undertakings,
ILS endeavors to provide
an accurate and comprehensive synthesis of the mosaic of
socio-economic factors that significantly contribute to
the present environment, and its prevailing behavior. |

Policy
Advocacy
|
|
In
line with its advocacy thrust, ILS seeks to influence
labor and employment policy development.
This is realized through participation in various
advocacy activities involving the tripartite social
partners, and other concerned sectors. These
activities include the conduct of roundtable discussions
and related forums, consultation meetings and networking,
as well as participation in inter-agency committees and
technical working groups, both local and foreign.
Collaboration with other government agencies,
likewise, is a continuing strategy to foster policy
formulation and program development.

Technical
Assistance
|
|
ILS
provides technical assistance to concerned units of DOLE
toward enhancing program implementation, strengthening
service delivery, and building institutional capacities.
Technical assistance is also extended to major DOLE
programs and projects, particularly those of Inter-Agency
Committees and Technical Working Groups, both within DOLE
and those involving other government and non-government
institutions.

Publications
|
|
Information dissemination is
a vital tool for policy advocacy. The ILS regular
publications disclose the findings and policy
recommendations of its research undertakings to its
various publics. These publications include the
following: ILS
News Digest, Philippine
Labor Review, and Monograph
Series.

|
Networking
|
- Information exchange
is facilitated through the maintenance of information
networks. This is a continuing program of ILS,
which continues to provide access to publications,
information resources, and other related activities of
member-institutions.

- ILS maintains two
networks and serves as the national focal agency of
the National Labor
Information Network (NATLINE), and the
Philippine Network of National Institutes for Labor
Studies (PNNILS).
The two networks are
maintained basically through information exchange, with
ILS acting as clearinghouse of information materials.
Members are also invited as participants in consultation
meetings, roundtable discussions, and other forums
spearheaded by ILS. The networks’ members include
local and foreign academic, research, government, labor,
and employer institutions.

Management
Information Systems
|
|
With
the pervasive impact of electronic governance worldwide,
and the recent passage of the E-Commerce Law, it is
imperative for ILS to be attuned to developments in
information and communication technology (ICT).
ILS is now in the process of building its own ICT
infrastructure, in a conscious bid to be “e-commerce
ready,” and in support of the vision of electronic
governance. The
ILS Information Systems Strategic Plan (ISSP) was approved
by the National Computer Center on 13 January 2000.

Library
and Databank
|
|
To
complement its information services, ILS maintains a
Library and Databank.
Both units house an active collection of materials on
labor and employment, economics, and the social sciences,
covering both local and international perspectives.
Established
in 1984, the Databank has institutionalized a system for
monitoring various issues and developments in the
economic, social, and political environments, with the
view to analyze their implications on employment, working
conditions, and labor relations.
