Paralegal training on Child labor laws conducted

The Department of Labor and Employment-Regional Office No. 5 (DOLE-RO-5) conducted the “Paralegal Training on Child Labor Laws and Child Labor Case Handling” at Mayon Ocean Park St. Domingo, Albay from 28 to 30 September 2004.

The speakers were prominent lawyers of Region V: Judge Alfredo E. Kallos, Prosecutor Dominador Barrameda, Atty. Jose Evan, Atty. Angelica V. Somera, Chief of the VAW Division, National Bureau of Investigation (NBI), med-arbiter Atty. Renato Romano and Ms. Melinda Bobis of the Department of Social Welfare and Development (DSWD-RO5).

Judge Ma. Eden Altea delivered an inspirational message on “The Rights of the Child as a Paramount Consideration in Enforcing Laws and Handling Child Labor Cases.”  Atty. Jose Evan discussed the Philippine legal, system, child rights legal aid framework.  Atty. Renato Romano gave a review on local and international child labor laws.  The first day ended with a group workshop on the issues and obstacles in child labor cases and how to overcome them.

Prosecutor Dominador Barrameda expounded on the Rules of Evidence and Criminal Procedure, including Civil Liability of child labor cases.  This was followed by a discussion of Judge Alfredo E. Kallos on R.A. No. 8369 or the Family Courts Acts.

Atty. Angelica V. Somera of National Bureau of Investigation-Manila discussed the Skills of a paralegal and showed a film of an actual NBI operation of a VAW case.  Ms. Melinda Bobis of DSWD RO-5 discussed the psychological considerations in preparing a child for trial. 

The participants of this three-day training were composed of the PNP-WCCD Desk Officers, social welfare officers from the different provinces, cities and municipalities of the Region, members of the RCLC and the provincial extension officers of the DOLE-RO 5.
