Enhancing the Participation of Labor and Management in Human Resources Development
This working paper, prepared by the Philippine economy, was intended to provide the context for the APEC-HRD Ministerial Meeting to identify cooperative HRD strategies, and enhance labor-management participation in HRD issues at the economy and regional levels

It provides a description of the current participation of labor, management and non-government organization in HRD, and highlights significant policies, programs and mechanisms adopted by some APEC member-economies, to enhance labor-management participation in HRD concerns.  Major issues and concerns affecting labor-management participation in HRD among member-economies, including some recommendations, are also identified.

The Philippine economy acknowledges the inputs of the economies of Canada, Japan and the United States in the preparation of this working paper.
