This report aims to provide an indication of the extent of and reasons for external (numerical) labor flexibility in selected industries and regions covered by the 2000 Philippine Labor Flexibility Survey (PLFS).  It highlights the contributory factors that lead companies to resort to the employment of temporary/ casual workers, contractual workers, part-time workers and agency-hired workers.  A commentary about the results of the PLFS and its implications to public policy forms a major part of this report.
