This paper tackles labor relations issues in the
country at a time when arbitration of labor disputes is at
the forefront of national issues.
It was presented to the American Chamber of
Commerce in February 2005.
It focused on providing an overview of the current
labor and employment situation in the
Philippines
, the highlights of DOLE’s accomplishments and future
goals toward improving the labor relations climate, and a
discussion on areas where partnerships with employer
groups may be explored.
The paper emphasizes the
need to promote the establishment of bipartite mechanisms
and other forms of workplace dialogue; for continuous
education of labor and management on dispute prevention
and settlement; promotion of efficiency enhancing measures
that does not result in job losses; pursuit of the
establishment of the Tripartite Assistance and Supervising
Committee and the Industrial Peace Fund; and sustenance of
social dialogue as a central element of labor policies and
as a means to secure decent work outcomes.
