Faces of Local Tripartism in the National Capital Region

Against the backdrop of national policy seeking the institutionalisation of tripartism at the local level, the paper looks at the “faces” of local tripartism in seven cities in the National Capital Region, namely, Marikina, Pasig, Makati, Mandaluyong, Valenzuela, Las Piñas and Pasay.  It surfaces issues and concerns relative to local tripartism, primarily by describing and examining the organizational structures, roles and mandates, as well as practices of local tripartite councils in these localities. By also examining the role of DOLE in the formation, operations and management of these mechanisms, the paper explores possible policy options insofar as local tripartism is concerned.
