As
part of the country’s commitment to pursue decent work
opportunities for all Filipinos, the DOLE together with
its partners from labor and employers, embarked on the
second country program on decent work.
This process leading to the formulation of the Plan
of Action for 2005 to 2007 is presented in the paper
entitled “Philippine
Perspective on Decent Work:
Moving Forward with a Common Agenda.”
The
paper highlights the
Philippines
’ unique experiences in the initial stage of its decent
work program. It
notes the significant
progress made at the operational level in terms of
sectoral activities, integrated responses and technical
cooperation projects.
For instance, the paper highlights the process
leading to the development of the Philippine Labor Index
-- a summary measure that seeks to monitor the progress
made toward achieving the labor and employment goals of
the country. The
indices were formulated through a series of consultations
and workshops with the tripartite sectors, the application
of statistical tools and the conduct of technical
sessions. The
paper points out that this effort provided a balanced and
objective assessment of collective efforts to attain the
country’s employment goals and is a first in the region.
The paper also mentions the specific achievements within
the four decent work pillars of rights at work,
employment, social protection and social dialogue.
