DOMWORK Multi-Component Project:
Drafting of Bills for Domestic Workers

Year Completed: 2005

This project revisits the Labor Code provisions on the employment of house helpers and looks at the bills filed in Congress as steps towards the development of a more responsive and relevant proposed bill.  The development of the bill is a product of a series of small group discussions within ILS and inter-agency consultative discussions in the DOLE and other partner agencies.  The procedural sequence of the project are as follows:  

  • Discussion of issues and development of a draft bill under the DOLE Technical Working Group  

  • Enhancement of the bill under the DOLE Technical Committee on Legislative Matters  

  • Consultation with different stakeholders  

  • Presentation to the Tripartite Industrial Peace Council  

  • Endorsement of the bill by the DOLE Secretary to the House and Senate Committees on Labor and Employment.
