Employment generation has
lately been government’s major concern as the
industrialization program takes centerstage.
Thus, employment planning has become fundamental to
the Medium-Term Development Plan.
Essentially, employment planning includes the review and
analysis of the existing employment situation
in the country.
It identifies strategies that will provide the best
mix of outputs, technology and production scale that can
ultimately lead to full employment levels over a specific
period of time vis-à-vis examining changes in the labor
absorptive capacity of the economy as well as policies
that affect employment.
Employment

For 1992, the Institute undertook three research studies
relative to the Employment Plan.
These are: a)
Assessment of Macro Economic Policies; b) Employment
Trends and Policies in the 90s; and c) Employment in the
80s.
Employment Report (1991)
The Employment Report 1991 is an annual output of the
Employment Programs Monitoring Project.
It monitors and reports on the various programs and
projects of government agencies involved with employment
generation. The
Report presents the country’s employment situation at
the macro-level; analyses of labor market developments;
and direct and indirect government contributions to
employment generation.
For
the Report, labor and employment data and analyses cover
1986 to 1991. The
contributions of government programs and projects in
employment generation from 1989 to 1991 are also
discussed. The Employment Report is envisioned to provide significant
inputs to the National Employment Plan.
