Labor and Employment Policies and Programs
1986-1992:  A Review

Year Completed: 1992

This study was developed to analyze developments in labor policy and administration during the Aquino administration.  It disclosed the major problems and constraints compounding the labor and employment environment.  Among the problems which surfaced were:  a rapidly growing population; expanding labor force coupled with double-digit unemployment rates; low productivity levels; escalating prices; increasing wage demands; and threatened industry viability.  

At the same time, the study also revealed government measures taken to mitigate the problems.  This served as the basis for the inputs to the chapter required of the Department in the Aquino Legacy Paper.
