This paper highlighted and re-examined the labor
relations and welfare policies drawn up from 1986 to 1992.
It presented the prevailing conditions in the
industrial relations arena during the period; the various
non-adversarial modes of government dispute settlement;
and the notable gains achieved from government’s
initiatives in labor relations.
These included the dramatic decline in the number
of strike notices filed and the number of actual strikes,
and the maturing attitude of management and labor.
