Social Development Country Report
on the Expansion of Productive Employment

The paper covers a situational analysis on the country’s employment situation (1987-1993); government intervention in terms of policies and programs, prospects and challenges; as well as its recommendations/ plan of action and targets.

The generation of productive employment is foremost in the interest of Filipinos.  To fully utilize the country’s manpower resources, a number of measures and mechanisms were introduced – from structural adjustment measures and mechanisms to self-employment and livelihood programs and employment facilitation programs.  Development efforts at generating quality and remunerative jobs should be pursued.  It was, therefore, recommended that a National Employment Plan be formulated to serve as the country’s attempt to solve the problems of unemployment, underemployment and the creation of productive employment using three approaches, namely:  employment generation, manpower development and employment facilitation.
