This paper, presented before the 19th National Conference of Employers on 16 April 1998, begins by discussing some global developments that characterize the changing world of work.  These include flatter and leaner organizations, and in terms of human resources development, vertical integration.

This is followed by a presentation of the present labor market situation, notably employment/ unemployment; lay-offs and retrenchments; and a sample worker profile.

In view of developments brought about by globalization, government response is highlighted – from the Technical Education and Skills Development Authority, assistance to displaced workers, and the DOLE’s comprehensive package of assistance.  Lastly, it expounds on the challenges posed by global competition and trade liberalization in the world of work.
