Building Blocks Toward Lifelong Learning in the Philippines
Year Completed: 1998
[Published in Phil. Labor Review Vol. XXIII No. 2, July - December 1999]

Adapting to changes today has become indispensable to survival, It is, therefore, in this context that lifelong learning, or continuing education throughout one’s lifespan, must be regarded as an imperative.

At present, while a fully integrated system that could provide adequate and widespread lifelong learning opportunities to Filipinos is not yet established, there are important elements in place that could be utilized and developed as building blocks toward an integrated system of lifelong learning in the Philippines.  This paper identifies some of these elements and suggests ways to develop them.

Likewise, the paper points out specific components in the Philippine educational system that could form part of the network of supportive elements to the development of lifelong learning in the country.  A separate section presents human resource development in the workplace as a vital aspect of promoting lifelong learning.  Finally, it presents possible areas for action toward developing an integrated system for lifelong learning in the country.
