The Institute developed a Training Manual on
Labor Migration Policy and Management to enhance the
capacities of policy makers and program managers dealing
with regional and international migration.
The Manual, prepared in partnership with the ILO
Sub-Regional Office for
East Asia
, is a generic and comprehensive tool on understanding
labor migration. It
could also serve as a guide in formulating and
implementing sound migration policies for better
facilitation and protection of migrant workers.
Backed by research on the subject, the Manual
underscores the vulnerability of certain groups of
migrants workers, especially women who face the risk of
working and living abroad and whose participation in the
international labor market has notably increased. It also
underscores the problem of human trafficking, including
trafficked children in
Asia
, and the growing population of irregular migrants.
Several policy options and migration management
approaches and mechanisms are presented in the form of
country-specific cases and recommendations.
In addition, the Manual includes a guide in
developing a country labor market information system for
international migration.
The
Manual has nine modules, namely: a) Background and Current
Issues and Responses in Global and Regional Migration; b)
Development of National Migration Policies and Structures;
c) Promoting and Facilitating the Employment of Nationals
Abroad; d) Employing Foreign Workers; e) Protection of
Migrant Workers; f) Irregular Migration and Migration
Management; g) Gender Issues in Migration; h) Labor
Dimensions of Child Trafficking in Asia; and, i) Labor
Market Information for International Labor Migration.
The
Manual also served as the main reference document in the
ILO-Sub-Regional Training Workshop on Labor Migration
Policy and Management held on August 2-6, 2004 at
Ayutthaya
,
Thailand
.
