Conditions of Access
Researchers from DOLE offices and attached agencies, other government agencies, non-government organizations, schools, private establishments, students, and the general public are welcome to access the MIRC collection and avail of services provided that they present valid identification cards.   All MIRC users will be required to register in the Center’s Client Registry to get a MIRC Membership Card free-of-charge.

Researchers from DOLE offices and attached agencies may borrow books and reference materials from the Center, subject to return dates.  Visitors from other government agencies, non-government organizations, schools, private establishments, students, and the general public may also access the Center’s collection and make photocopies, but will not be allowed to loan books.   MIRC users who have registered in the Client Registry must have their Membership Card to be able to access references or to use Center facilities.

When there is a need to photocopy books or reference materials, the researcher must leave a valid identification card with the Librarian. Valid IDs include: school and company IDs, current passport, driver’s license, and SSS, GSIS or BIR IDs.

Reference books such as dictionaries, encyclopedia, law books and periodicals are for room use only.

Officials and employees of DOLE offices and attached agencies may loan a maximum of three (3) books for a maximum loan period of two weeks.  They may renew the same books for another week if there is no demand for the said books.  Renewals can be made by calling this number: 527-3490.

Borrowers must return items upon receipt of a recall notice either by phone or a written note.  As an extra service, we shall send reminder notices via e-mail (if known) for overdue items.

Books and other reading materials not returned after one month, despite due notice, are considered lost.  Borrowers are held responsible for the cost of the lost item or for its immediate replacement.

Writing on, marking, tearing, defacing or otherwise damaging any borrowed item is strictly forbidden. Borrowers are held responsible for the financial costs of damaged materials.

Access privileges shall be withheld from anyone who damages books, periodicals and other MIRC materials or takes out items without permission from the Librarian.

MIRC users are not allowed to eat, smoke, entertain visitors, or engage in loud conversation inside the Center premises.  Mobile phones and similar electronic devices must also be switched to “silent mode” while inside the MIRC to ensure that all users will have an environment conducive for reading.
