From Jobs to Green Jobs: A Just Transition Framework

In the Philippines where jobs or the lack of it remain a compelling issue, the
reference to green jobs is often regarded as an incongruity. This mind-set is
driven largely not by the absence of green jobs but by the unexamined link of
climate change and jobs, the lack of evidence-based research and an
unarticulated policy framework on the same.

This paper attempts to contribute to reducing this conceptual deficit by a
rapid examination of the green jobs issue from the Philippine perspective. It
endeavors to frame a DOLE response that will make possible a just transition
from jobs to green jobs. Essentially, the papers’ practical contribution is to
outline a strategy so that the DOLE can match its actions with the same
seriousness the climate change risk poses.
